Washington Accord: the mediator's dangerous and troubling bias
The sanctions against Rwanda are, in truth, not the product of genuine guilt but of a plot and a scheme hatched by a corruption campaign run by the Tshisekedi regime in Kinshasa.
When one sets out to reconcile two brothers locked in conflict, impartiality is essential, but so is the ability to resist being manipulated.
Agreed in Washington on 27 June 2025, the accord was formally signed on 4 December 2025 by presidents Félix Tshisekedi of the Democratic Republic of Congo (DRC) and Paul Kagame of Rwanda, in the presence of Donald Trump.

Above all, the deal makes two demands: an end to Kinshasa's support for the FDLR and the group's neutralisation, followed by the lifting of Rwanda's defensive measures in eastern DRC. Those measures were introduced in response to threats from Mr Tshisekedi, who, during the 2023 election campaign, had vowed to bomb Rwanda with drones and overthrow its democratic institutions.
Once the ink was dry, Mr Tshisekedi, ever the schemer, set about sabotaging the agreement. He dangled before the Trump administration a deal on critical minerals, chiefly in Katanga, whose deposits are reportedly already in Chinese hands.
“His aim was never to forge a genuine economic partnership for the benefit of the Congolese people. It was to build an instrument of blackmail, manipulation and defamation against Rwanda in the eyes of the Trump administration. So far, it appears to be working.”
“Kinshasa has even gone so far as to recruit an Angolan journalist assigned to the White House, Hariana Veras, to put carefully slanted questions about Rwanda to President Trump at every opportunity. It is a historic first. Ms Veras is reportedly paid tens of thousands of dollars a month by Kinshasa, while a Congolese civil servant earns less than $200.”
We all know that international human rights organisations are routinely welcomed in Kinshasa, where they serve to play down the massacres committed by the regime and, above all, to produce slanderous reports against Rwanda.
The recent American sanctions on Rwanda's Ministry of Defence will not bring peace to the Great Lakes region. To date, Kinshasa has not respected a single comma of the Washington Accord, nor its commitments in negotiations with the AFC/M23 movement, which has now become the FRN. It must be stressed that the M23, the AFC/M23 and the FRN are 100% Congolese initiatives: Congolese citizens fighting for democracy and good governance in their own country.
To seek to punish Rwanda by strangling its economy and weakening its army will only harden the resilience of a people who lived through a harrowing genocide, rebuilt themselves and created a model state in the region. Meanwhile, the spoilt child Tshisekedi goes on plundering his country and impoverishing his people. The string of raids carried out by Belgian prosecutors on the Tshisekedi family's residences in Brussels speaks volumes.
“The Trump administration must return to the stance of a truly impartial mediator. It must sanction Kinshasa, which continues to finance, equip and support the FDLR. It must also sanction the American players implicated in corruption on behalf of the Tshisekedi regime, who are blackmailing Rwanda and playing a murky, counterproductive game that undermines peace in the Great Lakes region.”
The sanctions imposed on Rwanda's Ministry of Defence and on the Zigama Credit and Savings Society are deeply counterproductive and will do nothing to ease relations between the DRC and Rwanda. On the contrary, they encourage escalation. The reality on the ground is that the rebellion in eastern DRC is made up entirely of Congolese, led by former president Joseph Kabila Kabange, a reality the American mediator appears to ignore.
“The FRN was born of the Congolese people's determination to end tyranny, bad governance, tribalism and organised plunder under the Tshisekedi regime in Kinshasa.”
“The sanctions against Rwanda are, in truth, not the product of genuine guilt but of a plot and a scheme hatched by a corruption campaign run by the Tshisekedi regime in Kinshasa.”
