Automobile driving in Goma: a real challenge for the AFC/M23 authorities

Motorcyclists, tricycle riders and motorists in Goma present a major headache for the policing authorities of the AFC/M23, as the mindset inherited from the former Kinshasa administration over many years remains deeply entrenched in drivers' attitudes.

Rules of the road are deliberately ignored by motorists, especially those operating public transport (taxis and minibuses), but most notably by motorcycle riders.

It is worth noting that under the Kinshasa administration, drivers were well accustomed to lawlessness, bribing traffic police and dealing with a multitude of transport agencies that survived on extortion and corruption.

The AFC/M23 has established a professional police force making a concerted effort to distance itself from the negative practices of the previous administration a disciplined force determined to enforce on the ground the policy of a clean break desired by the military and political hierarchy of the AFC/M23.

Despite this clear commitment, drivers in Goma are struggling to keep pace. Lawlessness and a lack of courtesy continue to characterise the majority of them, alongside a disregard for right-of-way rules and one-way systems, not to mention the evening hike in public transport fares.

We are confident and hopeful that the AFC/M23 authorities will continue to step up efforts to instil civic-mindedness among Goma's drivers, helping to break away from the disorder that defines driving in cities under Kinshasa's administration.

The AFC/M23 has so far proven its mettle in security, the fight against urban crime, sanitation, environmental protection and several other sectors, thanks to an enlightened vision and a clear commitment from its leadership.

The introduction of educational and disciplinary measures will help recalcitrant drivers return to common sense and reason, and above all, align with the new vision championed by this revolutionary movement.
