Goma:Land security and strict enforcement regarding State real estate assets in territories under AFC/M23 administration

Facing growing challenges in land and real estate management within the zones under its control, the Congo River Alliance – March 23 Movement (AFC-M23) has resolved to bring order to the sector. Through an official press release signed by its Deputy Permanent Secretary, Mr. Delion Kimbulungu Mutangala, the organization endorsed strict new resolutions during its third feedback session regarding the work of the Public-Private Partnership (PPP) Evaluation and Monitoring Commission. Led by its Political Coordinator, Comrade Corneille Nangaa Yobeluo, this strategic meeting held on Tuesday, August 25, 2026, focused specifically on protecting state real estate assets in the liberated territory.

At the close of this evaluation, the alliance issued major resolutions aimed at restoring the state's rights through the allocation of titles for every property belonging to it. The organization demands absolute compliance with the "Conservatory Measures" enacted on January 6, 2026, which strictly forbid any construction on private or public state land parcels. Any violator or internal/external accomplice will face the full rigor of the law, while buildings erected in violation of these guidelines will be systematically demolished.

To ensure the effective enforcement of these measures, the Alliance Council calls upon all local authorities ranging from avenue, cell, and neighborhood chiefs to mayors and the Mayor of the city of Bukavu to actively get involved. While urging the population of South Kivu and concerned partners to remain calm, the AFC-M23 assures that the commission is continuing its work tirelessly and will deliver its conclusions in the near future.
