YES, SHE IS THE FRONTRUNNER
She has brought the OIF closer to French-speaking peoples. Standing for a third term at the request of several member states, she is the clear frontrunner. She faces a bid born of bitterness and hatred, bankrolled by the DRC to the tune of tens of millions of dollars: that of Juliana Lumumba.
The International Organisation of La Francophonie (OIF), which brings together French-speaking countries around the world, is preparing to elect its Secretary General. Louise Mushikiwabo, a former Rwandan foreign minister, has led the organisation since her election in October 2018 at the Yerevan summit in Armenia. She took up her post in January 2019 and was re-elected for a second term in November 2022 at the Djerba summit.

“Ms Mushikiwabo has driven a series of reforms at the OIF. The organisation has undertaken major structural and operational changes, based on a health check carried out by KPMG in 2019.”
“The number of projects run by the OIF has been cut from 40 to 15, allowing for better-targeted action on the ground, particularly for young people and women.”
Ms Mushikiwabo has championed greater financial discipline and a refocusing of La Francophonie on pragmatic priorities: education, women's entrepreneurship, digital technology and gender equality.
“Despite the millions of dollars squandered on a lavish campaign, Kinshasa's candidacy has failed to win over the OIF's member states. It is a bid driven by rivalry and anti-Rwandan animosity, not a vision for the OIF.”
Ms Mushikiwabo, by contrast, has a clear programme for the organisation. She has also shown competence and pragmatism throughout her two terms at its helm.
